A review of the skills and training framework supporting the delivery of end-of-life care, and a review of the frailty care core capabilities framework have been launched.

Review of end-of-life skills and training underway

Skills for Care has been commissioned by DHSC to update the End-of-Life Care Core Skills Education and Training Framework, first published in 2017.

The framework identifies common, transferable skills that are a feature of high quality and compassionate end of life care across both health and social care settings.

Sherree Fagge is Deputy Director of Nursing for Palliative Care and End of Life Care at NHS England and Chair of the expert reference group. She comments:

“The End-of-Life Care Core Skills Education and Training Framework provides a consistent and accessible resource that allows for the development of a ‘shared’ language to describe core skills, knowledge and behaviours related to end-of-life care, and support training and development across sectors.

“The review of this framework has been commissioned by DHSC to ensure that it remains fit for purpose and continues to reflect best practice in the delivery of care for adults at the end of their life.

“With the initial phase of the review complete, this online consultation will give people working across health, adult social care, public and voluntary services, as well as people receiving end of life care, their carers and families, an opportunity to contribute to the review and revision of the final framework.”

Frailty care training and skills review launched

The Frailty Care Core Capabilities Framework, which was originally published in 2018, outlines the core capabilities required for best practice when supporting people living with frailty. Representation from health and adult social care professionals, service user groups and others are now invited to provide feedback on the proposed changes to the framework.

Chair of the expert working group, Esther Clift, Consultant Practitioner in Acute Frailty at Isle of Wight NHS Trust, comments:

“The frailty care core capabilities framework outlines common and transferable knowledge, skills and behaviours across all sectors which support people living with frailty.

“The updated framework gives us an opportunity to future proof a national gold standard of essential requirements from 2026 and beyond.

“Our growing diverse workforce needs to be the best equipped to support people living with frailty, as a public health priority, as well as a clinical requirement, and within social care and community settings. This ambitious task needs all of us to contribute so we can gain the widest range of insights and perspectives. Please do participate in the consultation.”

Both consultations are open until midday on 30 January 2026. Use the links below to take part.
