Competence based workforce design
Historically, workforce design and planning has been framed in terms of specific occupations or roles. But, increasingly, a more flexible perspective is needed and in these cases, competence based approaches can be used.
The broad principles of competence based workforce design are as follows:
- Be clear about the service need and understand the financial and workforce implications that entails. Integration of all the elements is important and we have workforce planning tools that include a Six Step Methodology to Integrated Workforce Planning
- Take a fresh look at the functions your service provides and the competences those delivering the service will need. Our suite of Tools and methodologies can help you take new look at how services and teams can be flexibly configured
- Develop a plan to make best use of existing and potential talent within the workforce. In collaboration with a number of partners, we have developed approaches to New and innovative ways of working and Modernising Healthcare Careers that offer ideas
- Recognise the importance of change management and ensure the resources and accountabilities are in place to secure your goals. We have a number of case studies that offer illustrations of how others have undertaken competence based workforce design
- Understand the forces affecting change – use the Skills for Health LMI online tool and consider the implications of national and regional policies and other drivers that may affect your plans
- Think about sustainability and use our resources to help you build your own capacity in workforce planning for the future
- Ensure you can develop the workforce you need for the future with an effective Workforce Strategy.
