Joint Investment Framework

What is it all about?

A ground breaking Joint Investment Framework (JIF) was agreed between Strategic Health Authorities, the Learning and Skills Council and Skills for Health in July 2007. The Joint Investment Framework will see up to to £100m of extra funds being injected annually into the health service in England to tackle skills gaps and shortages over a period of three years.

Expected benefits


This investment by the sector and employers demonstrates significant support by employers to raise skills levels in the healthcare workforce. The Framework represents a major step towards achieving the demand-led skills system recommended in the November 2006 Leitch review of skills.

Taking things forward

By working in partnership, Skills for Health, the Learning and Skills Council, Strategic Health Authorities and other members of the Health Sector Strategic Alliance are making maximum use of this opportunity to address the particular need of the current and future health sector workforce.

This investment will help to fund Apprenticeships, Skills for Life and other skills development and qualifications at levels 2, 3 and 4.

The work is supported by a range of developments being led by Skills for Health. With our range of workforce development tools, a database of over 2000 competences, labour market intelligence and other resources, our aim is to ensure the sector achieves a highly skilled, flexible and competent workforce, achieved through better healthcare education and training.
