David Bingham

David Bingham was appointed Director of Human Resources for the Department of Health, Social Services and Public Safety, Northern Ireland in September 2000. David joined the NHS as a National Administrative Trainee in 1976 working in Personnel before leaving for a 2-year period in the motor manufacturing industry. This was followed by a return to the HR function in the HPSS where he worked as Director of Human Resources in the Eastern Health and Social Services Board for 4 years. In 1993 he left to set up the Beeches Management Centre, a training, development and consultancy organisation for Trusts and Commissioners in Northern Ireland.

Anne Coutts

Anne Coutts has been Director of HR and OD at the United Bristol Healthcare Trust, since August 2000. From 1993 to 2000, she was the Director of HR at Chelsea and Westminster Healthcare, also an acute teaching trust, with her role including the management of Clinical Support services in the latter years.
Nic Greenfield

Nic Greenfield is Deputy Director of Workforce in the Department of Health but is currently acting as Director General of Workforce. Having completed 16 years in the RAF during which he qualified as a Chartered Company Secretary and a Chartered Management Accountant Nic spent a short time as a senior lecturer at university and joined the National Health Service in September 1993. He held a variety of senior appointments in the NHS as an accountant and Chief Executive joining the Department of Health in August 2004. Nic is now responsible for national policy on professional regulation, education and development for Health and Social Care, including allocation of the workforce development budget and NHS policy on pay and pensions.
Chris Hannah
Chair of Skills for Health
Chris Hannah has worked for over 30 years in NHS management, joining the NHS as a management trainee and spending her early career in human resource management. She was appointed to her first chief executive post in 1993. Most recently she was chief executive of Cheshire & Merseyside Strategic Health Authority, with responsibility for a population of 2.4 million and £3 billion of NHS spend. She also has six years experience a senior civil servant having worked in the DH's Northwest Regional Office as Director of Strategic Development.
During her time as SHA chief executive Chris led on workforce issues on behalf of the 28 SHA CEs and was a member of the national workforce board for the NHS. She led the HR Workstream for Commissioning a Patient Led NHS on behalf of the NHS.
Chris is a qualified coach-mentor and has a masters degree in management learning from the University of Lancaster. She now has a portfolio career, chairing Skills for Health and is director at GoodwinHannah Ltd a consultancy specialising in leadership, organisational and personal development.

Ann Markham
Chair of NHS Education for Scotland Board, Vice Chair of the Skills for Health Council
Born and educated in Dundee, Ann started her career in Education as a Primary Teacher in her home city. Her career then took her into Higher Education, first as a Lecturer in Teacher Education in Sunderland and then on to Senior Posts in Plymouth and Brighton. At the time of her retiral she was Dean of the Faculty of Education, Sport and Leisure at the University of Brighton.
During her career, Ann has served on a range of National Committees and Boards, both north and south of the Border. Currently she is a Board Member of NHS National Services Scotland, Vice Chair of the Skills for Health Council and a member of the Skills for Health Board. Ann is also a member of the University Court at Abertay University and Chairs the Scottish Executive Healthy Working Lives Working Group.
Ann was appointed Chair of the NHS Education for Scotland Board in 2002 and has recently been re-appointed for another 4 year term of office to December 2009.
Paul Martin

Paul Martin took up the post of Chief Nursing Officer for Scotland in September 2004. In March 2005, in addition to his role as Chief Nursing Officer, Paul took over the role of Interim Director for Workforce in the Scottish Executive Health Department. Prior to this Paul held a number of NHS posts including Deputy Chief Executive (Modernisation) with Highland Direct Health Services, Chief Executive for Highland Primary Care NHS Trust, Director of Nursing and Allied Health Professionals in Renfrewshire and Inverclyde Primary Care NHS Trust and Director of Nursing and Community Services with NHS Borders.
William McKee CBE

William McKee CBE is Chief Executive of the Royal Group of Hospitals Health & Social Services Trust in Belfast. Prior to taking up this position in 1992, William was General Manager at the Trust and was awarded the CBE in 2006 for service to the NHS in Northern Ireland. Other positions held include President of the Institute of Health Services Managers, Director of Belfast City Partnership Board and Director of Northern Ireland Centre for Competitiveness.
John Rogers
Chief Executive Skills for Health
John Rogers has been the Chief Executive of Skills for Health since its establishment in April 2002. Skills for Health (SfH) is the UK Sector Skills Council for Health, covering some 2 million staff across the public, independent and voluntary sectors. SfH is licensed by the Department for Education and Skills and is supported by the four UK Departments of Health.
John was Chief Executive of Healthwork UK (the National Training Organisation for Health) between 2000 and 2002. He has worked in the health sector for the last 16 years, during which time he has been involved in national workforce development - as a Director at the NHS Training Authority and at a national level with the Department of Health. In earlier years, John worked with the private manufacturing sector on national workforce development. He led innovative work on competence-based development in the 1980s, including new approaches to workplace assessment and the development of vocational awards achieved through workplace development.
John is a well-known figure across workforce development in the UK. He is a member of a range of national boards and chairs the Skills for Business Network Forum (covering all sectors of the economy) in the South West of England.
Peter Rowe
Chief Executive of Ashton, Leigh and Wigan Primary Care Trust
Peter Rowe, Chief Executive qualified as a pharmacist in 1974 and has held posts in hospitals, the community and in Health Authorities in most regions in England. In 1989 he took on general management responsibility for Primary Care Development in North Liverpool an became Regional Director of Primary Care in 1995. The creation of Regional Offices led to six years in the civil service covering jobs in performance management, clinical audit, Primary Care and Partnerships with Local Authorities. Peter was born and grew up in Wigan and In 2002 Peter became Chief Executive of Ashton, Leigh and Wigan PCT.
