What is the Health Sector Pre-employment Programme?

The new Health Sector Pre-employment Programme builds on the existing Sector Employability Toolkit and focuses on supporting young people (18 – 24 years) and other disadvantaged Jobcentre Plus customers in moving into initial entry level posts and sustainable employment within the health sector. The programme aims to contribute to growing the workforce for the future by providing a progression pathway into Level 2 qualifications and Apprenticeship Frameworks. It is flexible to meet both local and national needs and includes a mix of core and optional units, which can be delivered over a 5 to 8 week period, as well as the possibility of a work placement. Delivery of the programme at local level will be through partnerships between health sector employers, Jobcentre Plus Advisers and identified contracted training providers.

The programme includes:

  • A framework for delivery, agreed in consultation with all stakeholders, including learning outcomes and assessment criteria for both core and optional units for a programme of up to 8 weeks
  • Information for employers, training providers and potential recruits
  • Guidance for training providers delivering the programme.
  • Further supporting resources needed to deliver the contextualised programme of core and optional units, including session plans and timetables for delivery, Powerpoint slides, worksheets and activity packs with individual learning plans, which will be available to purchase from Skills for Health (for further information please contact: pre-employment@skillsforhealth.org.uk)

Who is the Health Sector Pre-employment Programme for and when should it be used?

Workforce planners and human resources personnel can use the programme in the following ways:

  • To recruit young people (18 – 24 years) and other Jobcentre Plus target groups into hard to fill entry level vacancies in the health sector
  • To provide an alternative method of recruitment within the local community when traditional methods are  proving unsuccessful
  • To reduce high turnover in entry level posts
  • To help ensure workforce reflects the diversity of the local community
